国家软实力与文化安全研究：以广州为例 (A Study of Soft Power of a Country and Culture Security: Taking Guangzhou as An Example)

国家文化安全语境中的文化是指与不同民族、国家和制度相对应的个性文化，它们可以分为意识形态和民族文化两个层次。国家的文化利益与主权就表现在对这种个性文化的发展和维护上。国家文化安全所关切的就是国家文化利益是否受到损害，国家文化主权是否受到侵犯，即这种个性文化是否得到独立自主地健康发展，是否在国际文化交流中获得平等的地位。与国家政治意识形态对立、经济侵略与科技封锁等表面化的、对抗性的竞争方式相比，不同文化间的交流除了受到历史形成的文化传统的影响之外，其他方面几乎是不设防的，或者无法有效地设防，这就使得对国家文化安全的研究具．有更大的迫切性。(The cultures in the context of national culture security are personalized cultures corresponding with different ethnic groups, different countries and different systems. They can be divided into 2 levels: ideology and national culture. A country's cultural interest and sovereignty are manifested in the development and protection of this kind of personalized cultures. The concern of national culture security is whether the interest of national culture is undermined and whether the national culture sovereignty is violated, which is to say whether this kind of personalized cultures is developing well independently, and whether it is treated equally in international cultural communication. Compared with the superficial and adversarial competition modes of the ideological opposition in national politics, economic invasion, and scientific block, the communication of different cultures is without any protection, or couldn't be protected effectively, except for the influence from cultural conventions formed through history. This makes it more urgent for us to research the national culture security.)
